Translation

Full to the brim, remains unaffected,
As the ocean reached by approaching water,
So, whom, approached by any lusts
That one maintains tranquility, not lusting for lusts.

As the ocean, even full to the brim, remains unaffected when fed by approaching waters, so that one remains tranquil under the effect of any lusts, not lusting for them.

Translation

One attains peace in whose mind all desires enter without creating any disturbance, as river waters enter the full ocean without creating a disturbance. One who desires material objects is never peaceful.

Translation

A person who is not disturbed by the incessant flow of desires--that enter like rivers into the ocean which is ever being filled but is always still--can alone achieve peace, and not the man who strives to satisfy such desires.
