यद्यदाचरति श्रेष्ठस्तत्तदेवेतरो जनः ।
स यत्प्रमाणं कुरुते लोकस्तदनुवर्तते ॥३- २१॥

Transliteration
yadyadaacharati shreShThastattadewetaro janaH ।
sa yatpramaaNaM kurute lokastadanuwartate ॥३- २१॥

Translation
However any great one behaves, exactly so common people.
To whatever he accords authority, people follow that.
Common people behave exactly as any esteemed person. People follow whatever he accords authority to.
