अदेशकाले यद्दानमपात्रेभ्यश्च दीयते ।
असत्कृतमवज्ञातं तत्तामसमुदाहृतम् ॥१७- २२॥

Disrespectfully, disdainfully, that is a taamasic exemplar.

Charity that is given at a wrong place and time, to unworthy persons, without paying respect or with contempt, is said to be Taamasika charity.
And charity performed at an improper place and time and given to unworthy persons without respect and with contempt is charity in the mode of ignorance.
